Abstract
The incidence rate of catastrophic health expenditure is an index to measure the effectiveness of benefit extension policy and the impact of health expenditure on households or individuals. Although the elderly is a group with a high incidence of health expenditure due to reduced income and poor health, existing literature has classified them as a disadvantaged class, or an one-person or regular household. This study distinguishes different types of elderly households to compare and analyze their characteristics such as socioeconomic status, health conditions, and use of medical care. Ultimately this study aims to investigate if the incidence rate of catastrophic health expenditure in the various types of elderly households reflects the equity of actual medical care.
For this purpose this study has utilized integrated data from 2011 Korea Health Panel, targeting the 1,899 households which include elderly members with chronic disease and the 2,559 elderly members with chronic disease. Descriptive statistics was used to investigate the incidence rate of catastrophic expenditure, socioeconomic status, health condition, and use of medical care, and ANOVA was used to analyze the differences between different types of households.
The result of the analysis indicates that the burden of medical expenditure by households type with elderly members with chronic disease is in a similar context to not only socioeconomic status, health conditions, use of medical care but to their unmet medical needs.
This research confirms that the incidence rate of catastrophic health expenditure alone is not enough in comprehending the burden of medical expenditure to the elderly. Therefore it is important to understand the characteristics of different elderly household types which will contribute to preparing plans to reduce the burden of medical expenditure to the elderly
